Two different IP’s, I’m confused, please help

Hey Guys,
I was wanting to change my IP but apparantly it doesn't work. I have been following all of your instructions and explanations, but I'm Dutch so it's pretty hard to understand all of it.

So, when I was trying to change my IP, I got into a bit of confusion. When checking whatismyip.com it says 78.27.52.191. But when checking the cmd. it says my IP is: 192.168.1.69. Which are both very different.
Now, all of the changes I have been making are all to 192.168.1.69, but I want to change the other IP.

And I just read an explanation which I think 78.27.52.191 is an external IP.
So my question is: How do I change this IP?
I have been doing like everything but nothing works.
Please reply on this one? 😀

Do you have a router and have you tried turning it off overnight and turning it back on in the morning?

Or try turning off the piece of equipment your ISP gave you overnight and turn it back on in the morning.

Keep in mind that not everyone can change their IP.
