Local ip connection

My iPad is always connected to local network IP address 172.xx.x  I’m only connected to the internet via  a contract sim is this normal. 
Please Help

If your local network connection provides internet and your IP is that of the local network, then that’s where you’re internet is coming from. However, some mobile companies do use 172 IP addresses for their users. The best option would be to disable WiFi and see what your IP address is on the iPad. With WiFi disabled, the iPad would only be able to connect through the mobile provider via the SIM card.
