Issues Changing IP

I have a Comcast Modem/Router/WiFi Combo, the Modem is by SMC Networks, with no Cloning ability built in. I have the Modem/Router combo bridged so that I can use my router (D-Link DIR-826L) with the cloning ability. I've read the instructions for cloning my MAC address in order to receive a new IP address, however this doesn't seem to be working. I've cloned my PC Mac Address on my D-Link and my Cell phone MAC Address, did a power cycle, unplugging Comcast's router/modem and completely powering down (No battery), plugging it back in and letting it book up for 60 seconds. Finally after comcasts junk has powered up I plug in my Router (D-Link), my MAC Address does change on my Comcast router (in both instances) however I never received a new IP address. Am I doing something wrong or do I need to keep trying with different MAC Addresses?

Comcast maintains a management connection to the modem/router, and it could be using that to control the IP.

If so, there's not much that can be done about it.
