I'm trying to get to the bottom of a mystery.
We have two chatters on our forums that claim to not know each other and never to have met. Both chatters are from India, both chatters have different ips when they log into our chat rooms and they have different ip providers one traces to Dehli using GPRS VAS Services one traces to Meerut using Bharti Airtel Limited. Yet our forums has flagged these people as both registering using the same computer. Would one computer in a fixed location be able to switch from one provider/location to another with ease? Am I being lied to by my forum or my users? Forum is vBulletin

It's possible that they are using a proxy or VPN connection for one or both of the users attempting to disguise their real location or identity.
What criteria did your software use to suspect they are using the same computer??
Many people use a laptop at both home and office locations with different Internet Service Providers (ISPs) and, perhaps, different types of Internet connectivity, at those locations. According to http://www.mapsofindia.com/distances/delhi.html Delhi Distance, the distance between Delhi (I'm presuming you meant "Delhi" rather than "Dehli") is 65 km (40 miles), so possibly could be the same person accessing your site from multiple locations.
In one location a person might use a wired connection and at another location he might instead use a wireless connection, such as a WiFi connection. With a wireless mobile phone, a person might sometimes use http://en.wikipedia.org/wiki/Mobile_hotspot tethering to provide an Internet connection for a laptop via his mobile phone.
Or as was already mentioned, a person could at times be using a VPN or proxy service, so your logs might show a different ISP whenever the proxy or VPN service is used.
