IP Camera can’t be viewed remotely

I purchased an IP Camera and am having challenges viewing it remotely. I have a Cox Cable Modem and a Netgear WNDR3400 wireless routers.

I have assigned a static IP address to the camera and have address the router to always provide the camera mac address with that IP.

I have set up portforwarding on the router to forward traffic to the camera. I can use the internal internet IP address on the router and I have confirmed that it forwards the port to the camera.

After many e-mails with NetGear's technical support, I have moved the camera into the router's DMZ and turned off all of the routers firewalls. I also turned on respond to internet pings, but I still cannot ping from an external ip address.

I have set up Dynamic DNS address and it routes to the same IP as I get when I navigate to whatismyip.com

I have tried both http and https, neither works. I have used Internet Explorer, Chrome and Safari. None of them can access the camera. I have also tried different external IP addresses on different networks, none of them work.

I am seriously at a loss as what else to try. I called Cox and they said that their modem was just a gateway.

What is the make and model of the Cable Modem so we can confirm that it is not blocking anything?

What is camera make and model?
Did you buy it new or used?

What port have you set to forward your external IP to the camera? 80? 8080? Is it the same port the camera is listening on?
