This could be caused by a couple of reasons. As you've already mentioned, a mobile network card could be presented in the email header as being from a completely different network.

We can't rule this out, but it seems unlikely, this person is connecting to a VPN or Proxy before sending email.

The more likely cause for this is that this person is using a laptop and gaining access to the internet from a variety of wifi hotspots.
