Fake "Whois" Contacts.

What does one do when all the contacts listed in a Whois report are all fake?

RTechEmail: false
RNOCEmail: false
RAbuseEmail: false
RTechEmail: false

If they are inoperable/failure to deliver/whatever that makes the information fake so aren't there some rules that go along with this to maintain updated information or can they just give a valid email address long enough for someone to test it and then shut it off or change it to something else?

The information in the whois registry is not very often up to date. The information is entered at the time a domain is registered and frequently the information changes along the way but people don't think to update the info.

I contacted a person through the whois info about a year ago to see about acquiring a domain name that was owned but not being used. The person replied with what he knew which was that he had sold the domain name 2 years prior and the whois record was never updated.

Don't forget, also, that after some troubles, ICANN permitted private registrations as well.
