Dynamic IPs everything the same

Dear Sirs:
Routers of my ISPs only work within a limited range of external IPs. Does anyone know how or where to get information about it and how to change this mode of operation?
The router is the Gateway Thomson TG with IPTV and VOIP capability

The IP address pool your ISP has is essentially permanently established. To get an IP address outside that pool you would need to connect to a provider with a different block of addresses. I am not aware of any providers that allow that.
