I have seen a bunch of web proxies but some of them are pretty slow.

I tried hidemyass.com but it was a bit slow. I also tried anonymousproxyfree.com which is the best (so far).

Does anyone have any good tips on how I can change my IP. Please note that my IP is static.

Your external IP does show that it is static. The IP is assigned by your ISP. To get a different IP would require that you contact them. You may be able to request a dynamic IP depending on your ISP and the type of service you have.
