I'm running my laptop tethered off my cell phone internet connection is it possible to change my ip or is it a pipe dream

In this case, you'd be able to change your IP by possibly relocating to a different physical location in hopes that you'd be connected to a different cell tower and possibly get a different IP address. The other option would be to use a VPN.
