Using whatismyip.com, I am able to detect that the IP of my remote site is 220.127.116.11 and is located at Lagos, Nigeria. But I am currently in Malaysia. I try to ping the address but was not able to establish connection. Is it possible for me to ping the IP from a different country/ continent?

Are you using a What Is My IP subscription to determine your IP in Nigeria?
If so and you are confident that the IP is correct, it is possible that the ping is being blocked somewhere along the way.
Your ISP is filtering ICMP (PING) either by origin or as general practice.
Relying on cURL or a wget job for an active URL, sometimes retrieving the robots file if you don't run the site nor could configure a unique file for the job is more reliable for remotely testing site availability.
The reasons are storied but ICMP and SYN floods can be used to grind sites to their knees garnering attention in Spring of 2000 after a Canadian minor flooded Amazon and eTrade.
