The question is kind of strange but I am trying to see if i can set up a static ip from the computer side (tcp/ip on the network card) not the router to a wireless router (any kind) because I was given two different static ip addresses for internet address and I was wondering if i can do it. Thank you in advance.

Yep.
Static IP's existed LONG before DHCP ever came into the picture. Just remember to use a plain switch to connect both IP's to your Internet provider (cable or DSL modem, whatever).
You can make a router work, but it's usually not worth the trouble. Sometimes, but not usually.
