So, you just have one PC plugged directly into the modem?

Your modem is performing Network Address Translation, or "NAT".

This is so you can share your Internet connection. Doing a ipconfig/renew only attempts to renew the NAT IP, not your Internet IP.

Here is a link to the manual for your modem:
http://www.toshiba.com/taisnpd/products/PCX5000_manual.pdf
It looks like if you log into your modem's web interface and click "System", your Internet IP will be shown.

If you only have the one PC on your network and you don't intend to connect another, and you want that PC to be assigned the true Internet IP....page 7 shows you how to turn off your firewall. The text there implies that if you turn your modem's firewall off, NAT won't be used, and your computer will be given an Internet IP.

This potentially exposes your PC to the Internet, so make sure you have it secure.

Have fun 🙂
