Please be patient with me as I am not very knowledgable about how my Axis camera works. I have a surf shop and a website.I insatlled a Axis camera looking out at the surf so cuatomers could check the waves whenever they wanted. Comcast however changes my ISP address all the time taking down the camera. I know I can pay Comcast a small fortune to give me a statis Ip address but I heard a rumor there are ways possibly websites that will re-educate the camera ever time that Comcast switches the ISP adress. Can anyone help out here?

It actually surprise me that your IP changes with Comcast. They typically don't change it unless the first device connected to the Modem changes or you disconnect the modem for an extended period of time, like more the a couple of weeks. The price they charge for static IP is usually anywhere from $5 to $15 per month depending on your area.
There are dynamic IP services that will adjust your domain IP when it changes. Most routers are able to handle that internally otherwise the camera may also be able to handle it if it's running on an external IP.
